Wylie City Council
Tuesday, May 6, 2003 - 6:00 p.m.
Wylie Municipal Complex - Council Chambers

Mayor Mondy called the meeting to order at 6:00 p.m. Mayor Pro Tem J.
C. Worley, Councilwoman Reta Allen, Councilman Eric Hogue, Councilman
Merrill Young, and Councilman Chris Trout were present.
The following staff members were also present: City Manger Biff
Johnson, Assistant City Manager Mindy Manson, Finance Director Brady
Snellgrove, City Engineer Chris Holsted, City Secretary Carole Ehrlich,
and Administrative Assistant Aimee Nemer.
| INVOCATION & PLEDGE OF ALLEGIANCE |
Former Councilman Joel Scott led the invocation and newly elected
Councilman Randal Shinn led the Pledge of Allegiance.
There was no one present to address the council.
| RECEIVE OFFICIAL CANVASS OF ELECTION RETURNS FOR
THE GENERAL AND SPECIAL ELECTION OF MAY 3, 2003. |
- Consider and Act upon the approval of a Resolution declaring the
results of the Official Canvass of the General Election of May 3,
2003.
Council Action
A motion was made by Councilman Hogue, seconded by Mayor Pro Tem Worley
to approve Resolution #2003-09 approving the official canvass of the
General Election held on May 3, 2003 electing Councilwoman Reta Allen to
Place 1 and Councilman Merrill Young, Place 4 to the Wylie City Council.
A vote was taken and passed 6-0.
- Consider and act upon the approval of a Resolution declaring the
results of the Official Canvass of the Special Election of May 3,
2003.
Council Action
A motion was made by Mayor Pro Tem Worley, seconded by Councilman
Merrill Young to approve Resolution #2003-10 approving the official
canvass of the Special Election held on May 3, 2003, electing Randal
Shinn as Councilman for Place 1 to fill the unexpired term of Joel
Scott. A vote was taken and passed 6-0.

The Honorable Judge Terry Douglas administered the Oath of Office to
newly elected Council Members and presented Certificates of Elected
Council Members to each.
| ELECTION OF MAYOR PRO TEM |
A motion was made by Councilman Trout, seconded by Councilwoman Allen
to appoint Councilman Eric Hogue as Mayor Pro Tem. A vote was taken and
the motion passed with Mayor Pro Tem Worley, Councilwoman Allen,
Councilman Trout, and Councilman Hogue voting for and Mayor Mondy and
Councilman Young, and Councilman Shinn voting against.
- Discussion of median openings and intersection alignment along
State Highway 78
Council adjourned to Work Session at 6:09 p.m.
Staff Presentation
Chris Holsted presented information to Council on several
options for median openings on 5th Street and State Highway 78.
Option 1 - To realign Oak, Brown and Fifth streets at 90 degree
angles with median openings.
Option 2 - To realign Oak, Brown and Fifth Streets with Brown and
Fifth creating a new 4-way intersection.
Option 3 - To realign Oak, Brown and Marble in lieu of Fifth
Street.
Mr. Johnson reported to the Council that if option #1 was
implemented, the purchase or demolition of Wylie Carpet and Tile would
be necessary.
Council Discussion
Councilman Young presented a fourth option to the median openings. A
common drive along the business frontage from Oak Street to Brown Street
would allow citizens to access business property along Hwy. 78 and
eliminate the need for a median opening at Hwy. 78 and 5th Street.
The council direction to staff is to move ahead with option #1 and
provide further information pertaining to the appraisal and acquisition
of Wylie Carpet and Tile.
Mayor Mondy made a motion to adjourn the
meeting at 6:41 p.m., seconded by Chris Trout. A vote was taken and passed
7-0.
