Discuss and Consider Park Fees

Background

During the September Park Board meeting, the Board began the discussion of the revision of the fee structure for park and athletic fees. Specifically, information was presented regarding the history of the field light usage.

The general policy regarding the park fees has been to consider the fees as administrative. It has not been the intent to set the fees at such a level that the revenue generated would make the park functions self-supportive. During the course of discussion, the Board indicated an interest in defining more closely the actual costs associated with the park program.

In FY 2000/2001 the Parks Department will be responsible for the maintenance and upkeep of approximately 120 acres of developed parkland. This does not include areas such as the "Welcome to Wylie" sign, the "W" bed, all municipal buildings, the Highway 78 trees, the downtown area, and various medians throughout town. In terms of maintenance and upkeep, the full impact of Founder’s Park will not be realized until game play begins; however, with the seeding now in place, the time demands for maintenance of the park have already begun. The primary impact of Founder’s Park may be that the field light costs will increase at a rate disproportionate to that of the increase in the number of participants.

Article VIII, Section 2 of the City Charter and Section 78-38 of the City Code identify the duties of the Park Board to serve in an advisory capacity to the City Council on the planning and development of parks and recreation facilities and the regulations governing their use.
