CALL TO ORDER

Chairman George called the Regular Meeting to order at 7:02 p.m.

PLEDGE AND INVOCATION

Chairman George offered the Invocation and Commissioner Porter led the Pledge of Allegiance.

CITIZEN PARTICIPATION

No one appeared to speak.

CONSENT AGENDA ITEM

  1. Consider and act upon approval of the Minutes from the September 4, 2001 Regular Meeting.

Motion was made by Commissioner Ahrens, seconded by Commissioner Porter to approve the minutes as stated. Motion passed 7 – 0.

ACTION ITEM

  1. Consider a recommendation to the City Council regarding a Final Plat for the Kirby 78 Addition, being all of a certain 2.4717 acre tract of land, being a portion of the property conveyed to Greenway-78, L.P. by deed recorded in Volume 4886 at Page 4459 off the Deed Records of Collin County, Texas, and being the property conveyed to Greenway-78, L.P. by deed recorded as Document No. 2001-0102217 of the Deed Records of Collin County, Texas, being situated in the E.C. Davidson Survey, Abstract No. 267, City of Wylie, Collin County, Texas.

Thompson stated that this Plat will create a single lot for the CVS Pharmacy, and incorporates the recently abandoned railroad. It also accommodates the future improvement of the F.M. 544 and Highway 78 intersection. The zoning of the property is currently Industrial and the anticipated pharmacy is allowed in this zone. When the revised Zoning Ordinance and map are complete, this will be zoned Retail and more closely accommodate the current use.

Commissioner George asked if the only change between the Preliminary Plat and this Plat is the dedication of the corner clip at F.M. 544 and Highway 78. Thompson stated that was correct. The corner clip was initially to be convened to the owner and then dedicated by the owner for intersection improvement, but the ownership was maintained by the railroad to be conveyed by other means directly to the State.

Commissioner Porter asked about the timing for construction. Mr. Mike Alturk, of Carter and Burgess, 302A Franciscan Drive, #1225, Arlington, Texas, stated that as soon as building permits can be obtained they will start work and it should then take about five to six months to complete.

Motion was made by Commissioner Ahrens, seconded by Commissioner Porter to approve the Plat as submitted. Motion passed 7 – 0.

WORK SESSION

  1. Discuss potential revision to the Subdivision Regulations and platting process.

Thompson submitted a copy of the Public Notice for advertising public hearings on the revisions to the Zoning Ordinance, which will be sent to all property owners within Wylie as well as placed in the Wylie News. The P & Z Commission will hold its Public Hearing on October 16, 2001 and the City Council on November 13, 2001. Copies of the Zoning Ordinance and the map will be available at the library and Planning Department for homeowners to review before the Public Hearings. Thompson stated that recommended changes to the zoning map will result in the least impact on the value of homeowners’ property.

Thompson also reviewed proposed revisions to the Subdivision Regulations, which will now be substantially procedural, putting the design details in the engineering manual. Concept plans will be required for all rezoning and the initial land study will be approved at the time of the zoning change, making platting more of a straight forward technical compliance process as envisioned by State Law than a flexible negotiation process like zoning. Copies of the revised Subdivision Regulations will be provided for review at the next P & Z Commission meeting and the Commission and Council can hold Public Hearings on these before the end of this year.

Motion was made by Commissioner Wiseman, seconded by Commissioner Ahrens to adjourn at 7:26 p.m. Motion passed 7 – 0.
