Wylie Hosts Panda Cup 2007 Opening Ceremonies

On Saturday, April 21, the City of Wylie will serve as the host venue for the Opening Ceremony of Panda Cup 2007.  Panda Cup features top women’s national, professional, college and club teams from across the world, U.S. and State of Texas who will play at various venues.

Prior to the world-class games, Panda Cup officials will have soccer clinics for the Texas Special Olympics and Wylie Youth Soccer Association, which will feature instruction from the visiting coaches and players.  As part of Saturday’s activities, BMW Mini-Cooper, a Panda Cup sponsor, will have a car show in the Pirate Stadium parking lot. 

Tickets are $5 and can be purchased at the event.

City Revises Residential Recycling Service Pick Up Schedule

Beginning April 30, 2007, the service pick up schedule for the City’s residential recycling program will be revised to every other week from the previous schedule of twice a month. 

For recycling, the City of Wylie is divided into two sections:  “RED” and “BLUE”.  For the new schedule, residents in the “RED” section will have their recycling picked up on their trash pick up day during the week of April 30-May 4, while residents in the “BLUE” section will have their recycling picked up on their trash pick up day during the week of May 7-11.  Following these weeks, recycling pick up service will occur every other week. 

A copy of the recycling schedule for the remainder of 2007 is posted on the City’s recycling webpage and is available at Utility Billing, Wylie Municipal Complex, 2000 Hwy 78 North.  The residential recycling service map is also posted on the City’s recycling webpage. 

Previously, recycling for residents in the “RED” section would be picked up on the 1st and 3rd full weeks of the month, while residents in the “BLUE” section would be picked up on the 2nd and 4th full weeks of the month. 

In September 2006, the recycling program transitioned to 95-gallon carts from 18-gallon bins.  To receive a new recycling cart, please contact the City of Wylie at 972.442.8130.

Police Arrest Juvenile in Connection with String of Burglaries

On April 17, a 16-year-old Wylie juvenile was arrested and charged with three counts of Burglary of a Building, Unlawful Carrying of a Weapon, and Disorderly Conduct.

On Tuesday, April 17, 2007, at approximately 7:56 am, Wylie Police officers responded to Carroll Jewelers, 113 N. Ballard St, in reference to a break-in at that location.  The unknown offender(s) had entered through the rear of the business and took approximately $12,000 worth of jewelry and a firearm.  At approximately 8:59 am, officers responded to shots fired in the area of the Bachon Townhomes off Fleming Street in Wylie.  Upon arrival, they made contact with the juvenile subject who fit the description of the suspect in the jewelry store burglary.

Officers located the firearm and several pieces of jewelry on the suspect.  A search warrant was served and conducted on the juvenile’s residence revealing the remaining stolen jewelry and evidence of the burglary.  At the juvenile’s residence, officers also found several air soft guns, which were valued at approximately $2,400 and reported stolen earlier in the week from The Battlefield, 104 S. Ballard, Wylie. 

The investigation is still underway to determine if there were accomplices in any of the burglaries.  At this time, the juvenile is being held at the Collin County Juvenile Detention Center with further charges pending the outcome of the investigation.

Wylie Population Exceeds 35,000

At the end of March, the North Central Texas Council of Governments (COG) released its 2007 Estimated Population Peport for the 16-county North Central Texas region.

In the report, COG reported that the City of Wylie estimated population as of January 1, 2007 is 35,400.  This estimate represents a 7% increase from 2006 and 134% increase from 2000.

Friends of the Library Fundraiser Information

On April 21-22, the Friends of the Library are sponsoring a fundraiser at the Barnes & Noble Bookstore at Firewheel Mall.  Scheduled guests include book reviewer “Rose Mary Rumbley”, the second annual Teen Wylie Idol and face painting for children.  When making a purchase at Barnes & Noble this weekend, use a special voucher and proceeds of the purchase will go to the new library.

May 12 General Election – Candidate Forum and Early Voting

The Wylie City Council General Election will be held Saturday, May 12, for the purpose of electing two (2) members to the Wylie City Council.  For Place 1, the candidates, listed alphabetically, are David Goss and John Onufreiczuk.  For Place 3, Kathy Spillyards is unopposed. 

The Wylie News will host a Wylie City Council and Wylie ISD Board of Trustees candidate forum on April 26 at the Bart Peddicord Community Center, 100 W Oak Street, at 7 pm.  The forum will be moderated by the League of Women Voters of Plano and Collin County. 

The Wylie City Council candidates, as they will appear on the ballot, are for Place 1: John Onufreiczuk and David Goss; and for Place 3:  Kathy Spillyards.

The Wylie ISD Board of Trustees candidates, listed alphabetically, are for Place 5:  Susan Shuler; Place 6:  Sue Nicklas; and Place 7:  Lance Goff, Stacie Gooch and Dave Tillery.

Early voting for the May 12 General Election will begin on April 30.

Voters in Precinct 2601 (Dallas County) and Precinct 1A (Rockwall County) will be able to early vote at Collin County locations and vote on Election Day at Wylie Bible Church.  However, these residents will only be able to vote for Wylie City Council Place 1 and Place 3; and will not be able to vote regarding the State Special Election at Collin County locations.  To vote for the State Special Election, these residents must vote at a location within their respective county.

City Accepting Request for Public Funds Applications

The City of Wylie is committed to providing financial assistance to not-for-profit organizations that provide assistance to Wylie residents.  In an effort to provide funds in a fiscally responsible manner to appropriate, qualified not-for-profit organizations, the City of Wylie is now accepting applications for Request for Public Funds.

Eligible applicants consist of non-profit, tax exempt 501 (c) (3) corporations which are in good standing with the State of Texas and have an active Board of Directors in compliance with IRS Section 501 (c) (3).  Additional eligibility requirements and application criteria may be found in Ordinance 2005-52, which was approved by City Council on October 11, 2005, and the Request for Pubic Funds Policy, which accompanies the Ordinance.

The deadline for submitting completed applications is Tuesday, May 1, 2007.  Applications are available on the City website and with the Office of the City Manager, 2000 Hwy 78 North.  For additional information, contact the Office of the City Manager at 972.442.8120 or citymgr@wylietexas.gov.

New Passenger Bus Added to City Fleet

The City of Wylie has recently added a new 14-passenger bus to its fleet.  The bus, which is ADA accessible and cost approximately $65,000, will be used primarily for daily pick up of seniors for activities held at the Bart Peddicord Community Center, 100 W Oak.  The bus will also be used for special seniors field trips as well as transportation for summer youth programs and city functions such as tours and conferences.  The bus was funded in the 2006-07 Fiscal Year Budget.

Fire Marshal Seddig Re-elected to State Council on Arson

Captain Steve Seddig, City Fire Marshal, has been re-elected to the Texas Advisory Council on Arson (ATAC) Board.  As a board member, Capt. Seddig will serve a three-year term.

Captain Seddig has served as Wylie’s Fire Marshal since 2004.  He joined the City of Wylie as a volunteer firefighter in 1994 and became a full-time firefighter in 1997.  In 1999, Seddig became the City’s fire inspector.

ATAC, which was formed in 1976 by fire, police, industrial and insurance officials who were concerned about the arson problem in Texas, serves as an advisory body for the State Fire Marshal.  The goal of the Council is to pool the knowledge and special interests of all individuals concerned about the arson problem.

ATAC members include fire, police, industrial and insurance representatives who are concerned about arson in Texas.  ATAC funds the Arson Hotline, which is answered seven days a week, 24-hours a day and every caller remains anonymous.  Calls that lead to legitimate arrests may result in a reward.

Police Initiates Cyber Tipline

Anyone with information about any suspicious activity, ongoing investigation, or criminal activity in Wylie can now contact Wylie’s Criminal Investigations Division via a cyber tipline.  This communication could include information on anyone’s participation in a crime or the location of a wanted person.  All information is confidential and individuals providing information may remain anonymous.

Wylie Fire-Rescue Offers Free CPR Class

Wylie Fire-Rescue will offer a free CPR/First Aid class on Saturday, June 9, 2007, at American National Bank, 301 S Hwy 78, at 9:30 am.

To register for the American Heart Association – Heartsaver AED Adult and Pediatric course, please RSVP with name and phone number to 972.442.8110 or wfdadmin@wylietexas.gov.  To attend the class, you must be a Wylie resident and will need to present your driver's license at time of check-in.

There are 20 available spaces and registration will be accepted until spaces are full.  There is no charge for the class.

City Begins Employee Leadership Book Club

In March, the City of Wylie held the first meeting of its employee Leadership Book Club. 

The book club is open to every City employee and meets once a month for approximately 90 minutes during office hours.  At the first meeting on March 13, there were 23 employees in attendance and another four employees have since signed up.

The goals of the book club are to: 

·          develop conversational, business and leadership skills;

·          teach problem solving skills by introducing ideals and proven leadership concepts;

·          create an atmosphere of teamwork within the various divisions of the City of Wylie;

·          provide a networking avenue between departments;

·          expose all levels of City employees to learning opportunities and self-improvement ideals; and 

·          inform and encourage all levels of City employees to actively seek opportunities to grow and learn.

The City of Wylie has almost doubled its staff from 115 employees in 2001 to its current size of 215 employees. 

Wylie ISD Head Start Registration

The Wylie Independent School District offers a Head Start program for eligible 4-year-old children.  Head Start is a federally funded program based on low income; however, students may be accepted if they are above the income requirement if they have a disability.  In order to apply for this program, the child must be 4 year of age on or before September 1, 2007.

School Crossing Guards Needed

The City of Wylie has an immediate need for one assigned crossing guard and several fill-in, back-up crossing guards.  This is an urgent need for the remainder of the 2006-07 school year and for subsequent years.  The fill-in positions are utilized to cover for assigned crossing guards who may call in sick or have scheduled vacation.  Without these key back-up crossing guards, our Patrol Officers are reassigned from their regular duties to fill-in.   

General duties include assisting children in crossing roads to and from school, directing traffic as required and ensuring the safety of pedestrians.   Crossing guards generally work 2 to 2 ½ hours per day, depending on the assigned school, when school is in session.   The City and WISD provide vests, stop signs, rain gear, etc.   The starting rate is $10.03 per hour, with annual increases available per each year’s budget.

Requirements include a high school diploma or equivalent, ability to interact with children, the general public and fellow employees in a tactful, courteous, considerate manner, the desire to provide superior service to our children and the ability to read and interpret regulations and department directives.

Stage 3 Water Restrictions Remain in Effect

The City of Wylie remains under Stage 3 (Severe) of its Drought Contingency Plan.  The goal for water use reduction under Stage 3 is a reduction of five percent in the amount of water used within the City.

The main water restrictions limit landscape watering with sprinklers or irrigation system to one day a week on residential trash pick-up day and prohibit landscape watering from 10 am until 6 pm.  City of Wylie water customers should follow the City’s Drought Contingency Plan. 

Wylie residents who are served by East Fork or Wylie Northeast should follow the watering restrictions and watering days as defined in their Drought Contingency Plan.
