The City is authorized to levy an annual ad valorem property tax on real property and personal property within the City. The City currently levies a property tax on real property (i.e. land and improvements), mobile homes and on business personal property. The Central Appraisal District for each county with property boundaries within the City determines the value for each property in the City. The City of Wylie has properties in Collin County, Rockwall County and Dallas County. Property tax rolls were certified in July, and the tax rate was adopted on August 25, 2020, along with the City's annual operating budget. The City of Wylie tax collector sends statements in October to each taxpayer. Tax revenue is used to support General Fund operations and to fund long-term bonded indebtedness. Taxes are levied on January 1 of each year and are considered past due on February 1 of the following year.
The total assessed valuation increased by $204,733,035 to $4,881,647,453. The increase in the assessed valuation in FY2020-2021 will result in an increase of $1,086,898 in ad valorem tax revenues for Maintenance and Operations. The tax rate for the Maintenance and Operations is .512180/100 and the Interest & Sinking fund is .159799/100 for a total tax rate of .671979/100. The Interest and Sinking fund is used to pay for bonds and certificates approved by the voters. For FY2020-2021, the City's tax rate is one cent below the no new revenue tax rate. This tax levy will generate $26,932,239 for the General Fund and $8,417,673 for the Interest & Sinking Fund.
The average homestead value is $277,000 which is an increase of 1.2% from the prior year. Overall, total assessed valuation was 4.38% more than prior year. New construction permits are expected to be at 350 based on information from builders, planned subdivisions within the city and anticipated commercial development.
The City of Wylie ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE.
THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN LAST YEAR'S BUDGET BY $577,819 OR 1.79%. THE PROPERTY TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR IS $1,117,893.
